Please manually delete both these folders (assuming default installation locations):
- C:\Program Files (x86)\Steam\SteamApps\common\hearts of iron 3\map\cache
- C:\Users\YOUR-USERNAME\Documents\Paradox Interactive\Hearts of Iron III\map\cache
Don't forget to run your game twice after that (load-quit-load), to get the right checksum.
