The minimum resolution in the settings file is currently preventing you from starting the game, as this is set to 1280*720. This is meant to be a recommendation though, not a requirement. The bug has already been fixed in a previous patch. Be aware that really low resolutions will still not work, and on anything lower than 1280*720 it will most likely look rather weird in some places.
