Part 1: Cleaning up your local files
1. The first thing to do is to clean up the game install, to do thing, right click on Cities in Motion 2 in your Steam library and select "Delete Local Content..."
2. Steam will proceed and once done, go to your Steam games folder (C:\Program Files (x86)\Steam\steamapps\common\ i.e), if Cities in Motion 2 folder still exist, delete it manually (though if the Steam local content deletion succeeded, there shouldn't be any leftover and the folder will not exist)
3. Next go to C:\Users\<username>\AppData\LocalLow\Colossal Order and copy the folder Cities in Motion 2 somewhere safe (on a different drive or a folder you can remember), this is important if you want to restore your save games/settings at a later stage, if you don't mind losing those, just go to step 4.
4. Delete C:\Users\<username>\AppData\LocalLow\Colossal Order\Cities in Motion 2
5. At this stage, you should have removed all the local data related to CiM2 on your computer, but because several files are stored on the Steam cloud, the corrupted files will most likely be re-downloaded when you start the game and you will end up in the same situation you are now so you need to also clean up your Steam cloud.
Part 2: Cleaning up the Steam cloud
1. Open Steam
2. In the Steam Preferences/Settings Window, select the Cloud tab and uncheck the tickbox "Enable Steam Cloud synchronization for applications which supports it", press Ok
3. Delete the game save and settings folder located under <username folder>/AppData/LocalLow/Colossal Order and you want to delete the folder named "Cities in Motion 2" (this folder should already be deleted in the Part 1)
4. Delete the cloud cache located under <steam install path>/userdata/<userid> and you want to delete the folder 225420
If you don't know your userid, look it up from steamidfinder.com (if you have more than one folder with userids and you don't have any matching your id, just delete the 225420 from each of them)
Also, if you don't know where your steam install path is on Windows, the default path is c:\Program Files (x86)\Steam.
5. Start the game, it should ask the language preference again, select the one you want and exit from the main menu without doing anything else.
6. Quit Steam
7. Go back to the cloud cache folder of the game and delete remotecache.vdf located under <steam install path>/userdata/<userid>/225420
8. Restart Steam and go back to the Preferences/Settings, cloud panel and enable the steam cloud synchronization again.
9. Start your game, it should pop up a window warning you the cloud is out of sync, make sure to click "Upload to the steam cloud"
